Public Meeting Purpose:

The purpose of the public meeting is to receive comment on the Oceano Dunes HCP Draft EIR. This is an opportunity for the pubic to provide verbal comment on the environmental analysis contained in the Draft EIR. Anyone wishing to provide verbal comment will be given an opportunity to speak. Meeting participation is the only way to submit verbal comment. It is not necessary to attend the meeting to submit written comment. The public may also submit written comment on the Draft EIR through emailing comments to the following address:

Registration Process:

Registration is required to receive a link to the online meeting. Registration may occur any time prior to the meeting and up to 30 minutes after the meeting has started. The registration process helps ensure we have the capacity to accommodate all participants. It will also provide a more secure videoconferencing experience. Participation Guidelines:

The meeting will be recorded and include a presentation and opportunity for verbal comment on the EIR. If you would like to comment during the meeting, there will be a call to submit your name using the chat feature. The chat will only be visible to the host. If you have asked to speak, the moderator will call on you when it is your turn, and you will be taken off mute and you will be allowed to speak for up to two minutes. Please keep your comments civil; participants using offensive or inappropriate language will be muted. All comments made during the meeting will be transcribed and included in the record of public comments on the Draft EIR.

Zoom Instructions:
Instructions on how to download and access Zoom software application onto computers, tablets, and mobile devices will be provided at the time of registration.

Meeting Questions:
All participants will have opportunity to ask questions in advance of the meeting. If you have any questions you would like to have addressed during the meeting, please send them to Please note this email address is for questions only. It is not for submitting comments on the EIR.

Meeting Access:
Use the link provided at the time of registration to enter the videoconference at the appointed time. All participants consent to be recorded when they enter the video conference. Participants will remain in a digital waiting room until the meeting formally starts.
